This tutorial was written for PSP 9 but can be done in any other version of PSP.
This tutorial assumes you have a basic working knowledge of PSP.

Materials Needed:

Font of your choice.
Tube of your choice.

Note:
All settings will remain the same unless otherwise stated.

Let's start:

Step 1) Open tube of choice. Duplicate (Shift-D) image and close original. Choose a light foreground and dark background colour from your tube.

Step 2) Set foreground material to Foreground/Background Gradient. Angle 45 - Repeat - 2 Style - Linear. See Image.

Step 3) Open new transparent image 500 X 500 pixels.

Step 4) Click on your Selection tool and use the following settings: See Image.

Note: Placement of your rectangle in your image is up to you. I placed mine at bottom-centre. Try making your rectangle in the shape of your tube.

Step 5) Layers-New Raster Layer. With your Flood Fill Tool fill the selection with your Gradient. (Settings from step 2).

Step 6) Effects-3D Effects-Inner bevel: Presets: Frame. Colour: white. (keep these settings). See Image.

Step 7) Effects-3D Effects-Drop Shadow. Settings: Horizontal/Vertical: 2; Opacity: 75; Blur: 2.00 Repeat with Horizontal/Vertical set at: -2.

Step 8) Selections-Modify-Contract by 13.

Step 9) Layers-New Raster Layer. Go to or restore your tube. Edit-Copy (Ctrl-C). Got back to your image. Edit-Paste-Paste into selection (Ctrl-Shift-L).
Note: Do not close your tube as you will need it later on, but you can minimize it if you like.

Step 10) Selections-Select None.

Step 11) Effects-3D Effects-Drop Shadow. Settings: Horizontal/Vertical: 2; Opacity: 75; Blur: 2.00

Step 12) Layers-New Raster Layer.

Step13) With your Flood Fill Tool fill this layer with your gradient. Settings from Step 2.

Step 14) Effects-Artistic Effects-Balls and Bubbles with the following settings:

Note: When clicking on the Material box in above window your Material Properties window will open. Click on Pattern and choose your tube with a scale of 50. See Image.

Step 15) Effects-3D Effects-Inner bevel: Presets Frame (you should still have these settings).

Step 16) In your layer palette move this Layer (Layer 4) down below Layer 2 and activate your top layer (Layer 3) again.

Step 17) Layers-New Raster Layer

Step 18) Click on your Text Tool. Use the following settings and a background colour matching your image. Size will depend on text entered and Font used. Enter text 'Keepsakes & Memories" or text of your choice.
